Yes it is tatting!! I looks like a small shuttle but also could be finger tatting. This would be awesome printed on silk and embroidered for crazy quilt block!!
Yes, tatting it is. The screen shot says it too.
Such a lovely painting. I attempted tatting without a shuttle but could not get the hang of it., I must try again.

That could be, but I believe she is tatting. She may have a small shuttle in her right hand. Beautiful painting.
